That's a tough question. I gotta go with Jeezy, but Ross is crazy underrated. Jeezy, though, he's got better themes for his songs.

when Jeezy came out, nobody was doing what he did. I use to hate the dude, till he improved album after album after album.

While to me after Trilla, Ross just staled too me with his lame mafioso personality. So Jeezy

Ross got this hands down.
Jeezy's catalog isn't even that impressive. The ? is overrated in my honest opinion.
