Herman Cain and 9-9-9

so just curious what does everyone here think of Herman Cain and his tax reformation plan.....alot of detractors said that by having a straight 9% income tax that households making 10-20k a year would see a 950% increase but today in Detroit, Cain said that under this plan anyone living under the poverty line would pay 0 income taxes, essentially making it a 9-0-9 plan..also he said that "opportunity zones" would receive tax breaks for start up company's...they would be able to deduct their employees payroll from their taxes. it would be based on the number of people employed not the profit. i see alot of holes in his theory however the plan is in its "infancy". keep in mind that the 9% business tax would = profit-exports-american investments. i realize its a long shot but what are your thoughts on this long term? does anyone thing cain has a chance to get the GOP nod let alone the presidency?
