Nadra eyes smart cards for kids

Children in Pakistan could soon carry biometric identity cards, according to the National Database and Registration Authority (NADRA).

The administration says the new non-mandatory cards are being issued following the successful launch of Smart National Identity Cards to the adult population in Pakistan last year. The smart identity card has a number of embedded security features and also includes biometric data of the card holder.

In March, Nadra was pushing to issue smart cards to the unregistered population ahead of elections in the country and at that point, the authority had registered 99% of the population in Islamabad, 95% in Khyber Pakhtunkhwa, 96% in Punjab, 90% in Gilgit-Baltistan, 88% in Sindh, 87% in FATA and 76% in Balochistan.

According to a report from the Associated Press of Pakistan, only children over the age of 15 will submit biometric details and at the age of 18, cards will need to be upgraded.

Children and biometrics are a tenuous combination at best, and many recent objectives combining the two have been hotly contested, though there have been some successful applications. NADRA launches smart identity cards for children

ISLAMABAD, Aug 2 (APP): The National Database and Registration Authoity (NADRA) is set to start issuing chip-based Smart National Identity Cards for children of under eighteen. According to a press release, the smart cards for children, having more value added services, are being issued after the successful launch of Chip-Based Smart National Identity Cards (SNIC) for the adult population of the country.The Child Registration Certificate (CRC) would remain valid and NADRA would continue issuing the same as per current registration policy.The launch of state of the art Smart Identity Card is to extend an experience of Hi-Tech security solution for the protection of juveniles’ identity.

Chairman NADRA Tariq Malik said the chip-based Smart Identity Card for the children will offer multi-dimensional usage and services, health, educational, social and financial inclusion programs. The new card for children would be capable of holding applications and data from the health, education and social sector such as vaccination records, academic records and polio registrations, he added. Malik said the introduction of a Smart Identity Card will be beneficial for both the citizens and the Government of Pakistan not only as an identity document but also as a medium of storing data from the health,education and social sector on the chip.

He said, “The card will be clearly marked as valid for “Under 18” till the child’s date of 18th birthday and incorporate all features of a Smart NIC for citizens including photograph, name, father’s name, date of birth and address.
Biometrics shall be captured for children over the age of 15 as per the specified accepted age of juvenile biometrics for the Automated Fingerprint Identification System (AFIS).

Such Child Smart Card carrying biometrics data shall be valid beyond the age of 18 as Smart NICs also.
Malik said that like smart identity card this card will also be the safest and most secure because it cannot be replicated or forged. He said a chip will be fitted into the card which helps the government to provide all out facilities like health and education record, life insurance and financial assistance in case of calamity to this specific segment of society.
NADRA currently issues Child Registration Certificate (CRC) for registration of children under the age of 18. CRC is printed on A4 sized secure paper holding the child’s name, gender and date of birth. There is no picture of the child on the CRC.

However, the new Smart Card will carry child’s picture with biometrics record. This card is not mandatory. CRC (B-Form) shall remain valid and NADRA shall continue to issue the same as per registration policy in vogue. “NADRA is empowering government with a medium to transform into a welfare state by launching multi-faced Smart Card platform”, said Tariq Malik.

People with Unknown Parentage to Get CNIC

The National Database and Registration Authority (NADRA) on Wednesday announced that it would provide Computerised National Identity Cards (CNIC) to people with unknown parentage.

A handout issued by NADRA’s media wing quoted the chairman of the registration authority, Tariq Malik, as saying: “Children without known parentage will have the fundamental right to be the citizen of Pakistan and get an identity card under Section 9 of NADRA Ordinance 2000.

“The fundamental rights, however, are not accorded to children with unknown parentage. With the completion of registration process of orphanages, no individual (orphan) can be deprived of his/her fundamental rights as ensured by the constitution of the country,” the NADRA’s press release quoted its chairman as saying.

Obaid Abbasi, a lawyer of civil court, talking to Dawn, said at present children living in orphanages all over the country were not issued identity cards by NADRA when they reached the age of 18 years, though they are counted in population census.

But after issuance of CNIC, the children would not only get a right to vote but would be eligible for all the fundamental rights as enshrined in the constitution, he said.

Mr Abbasi maintained: “The fundamental rights include equal status and opportunity, social, economic and political justice and freedom of thought, expression, belief, faith, worship and association.”
