Secretary of State John Kerry indicated today that the Obama administration intends to hold the Syrian regime accountable for a chemical attack that he called "undeniable."

Kerry spoke as the Obama administration was mulling possible military action following reports of a massive chemical weapons attack with many of the victims being civilians.

And his comments came hours after U.N. inspectors were fired upon by at least one sniper as they tried to enter the area to carry out an investigation to probe the claims of the chemical attack.

Kerry said that the attack was "inexcusable and undeniable," and that the judgment on who is responsible is "very clear to the world."

"We know that the Syrian regime maintains custody of these chemical weapons. We know that the Syrian regime has the capacity to do this with rockets. We know that the regime has been determined to clear the opposition from those very places where the attacks took place," he said.

The regime of Syrian President Bashar Al-Assad had denied using chemical weapons and blamed the attack on the rebels his soldiers are battling.

But the secretary of state pointed to the regime's behavior in the wake of the attack as further evidence of guilt.

"For five days the Syrian regime refused to allow the U.N. investigators access to the site of the attack that would allegedly exonerate them. Instead, it attacked the area further, shelling it and systematically destroying evidence. That is not the behavior of a government that has nothing to hide. That is not the action of a regime eager to prove to the world that it had not used chemical weapons. In fact, the regime's belated decision to allow access is too late and is too late to be credible," Kerry said.

For all the outrage, Kerry did not speak of any specific consequences or actions the U.S. planned to take. He said the President Obama continues to consult with Congress and U.S. allies and will soon make a decision.

"Make no mistake: President Obama believes there must be accountability for those who would use the world's most heinous weapons against the world's most vulnerable people," Kerry said.

A senior State Department officials said today that a formal assessment is likely to come soon, possibly sometime this week.

A U.N. team began its investigation today after nearly a week's delay by the Assad government, but the team's car immediately came under fire by at least one sniper, UN Secretary General Ban Ki-Moon said.

"Despite such very difficult circumstances, our team returned to Damascus and replaced their car and proceeded to a suburb of Damascus to carry on their investigation," Ki-Moon told reporters. "They visited two hospitals, they interviewed witnesses, survivors and doctors, they also collected some samples. They are now returning to Damascus."

The secretary general said that the U.N. will be registering a "strong complaint" to both the Syrian government and opposition rebel leaders about the attack in an effort to prevent more incidents from occurring during the rest of the investigation. The U.N. Security Council is holding an emergency meeting today to discuss the current situation in Syria.

Over the weekend the Obama administration deliberated over what action the U.S. should take after finding "very little doubt" that the Syrian government used chemical weapons against its own people.

Say what you will about the country you live in but unless it's Syria or Iraq, there is a high probability it's never used chemical weapons against it's own people.

    Reports say chemical weapons were used in Ghouta towns of Irbin, Jobar, Zamalka and Ein Tarma as well as in Muadhamiya to the west, but this is not confirmed
    Syrian government acknowledges military offensive in the Ghouta area but denies chemical weapons use

    I don't doubt elements of opposition, which are terrorists, would use them if they got a hold of them and try and pin it on govt but the fact is they are being used out in the open now and nobody is going to stand for that. Isreal I can guarantee is being held on the thinnest of leashes now because if the chemical weapons depots are compromised by bad guys, they know there these things are going to land.

    Canadian Foreign Affairs Minister John Baird reiterated that Canada is still committed to a peaceful solution to the violence.

    "Canada believes the only way to help the bloodshed in Syria is through a political solution," he told reporters today in Ottawa. "However, we understand that this solution is becoming more and more difficult as the crisis enters a very dangerous new phase."

    Baird has been speaking with his French and British counterparts about the Syria situation and expressed a shared "outrage" over reports about possible chemical attacks, according to a spokesperson from his office.

    Syrian-Canadians have been calling on Ottawa to participate in an international action to stop the violence and Baird has acknowledged that the delay in allowing UN inspectors to do their work will likely impair their investigation.

    Baird also heaped more diplomatic pressure on Russia on Monday, criticizing the nation for using its veto on the UN Security Council to block resolutions designed to punish Syria with sanctions.

    "The complete obfuscation of Russia, the Security Council and the United Nations needs to end, and they need to become part of the solution," Baird said.

    Why does the U.S. gotta bomb ANYBODY?

    You don't hear Canada talking about taking action against Syria.

    You don't hear Sweden talking about taking action against Syria and etc, etc...

    First of all, how do we even know it's the Syrian government using chemicals against civilians?

    Where's your proof? John Kerry said so, therefore it must be true. GTFOH!

    For all we know, it could be the so-called rebels committing these atrocities and blaming it on "The Regime".

    These rebels might be aligned with Al-Qeada or other terrorist organizations in an attempt to overthrow the Syrian government.

    And the U.S. is all too ready and willing to get involved in another war without knowing all the facts. SMH

    That's none of our business and we don't need to be spending any more loot fighting wars overseas.

    1.7 million+ refugees bruh, 100,000 killed. This creates issues for our allies along it's borders and they start getting skittish. I think the tipping point has been crossed and it's now a matter of when and not if the west will intervene.

    Syria has some wicked air defense from Russians so it will likely follow the normal pattern, surgical strikes with cruise missiles on key defense assets, declaration of a no fly zone and opposition finishing the job on the ground with western advisors.

    the Assad regime is a far stretch from innocent, however I don't believe they'd be foolish enough to use chemical weapons. That alone is an act of desperation which leads me to believe one of the rebel factions were behind it.
    This conflict has been going on for two years now, with all side receiving arms from external powers (be it Russia, U.S., Qatar, or Saudi Arabia). It was only a matter of time before we would see direct involvement from any one of the powers.

    Bill Clinton looks back and regard US inaction on the Rwandan genocide as his greatest failure. There are many parallels here and I believe Obama is thinking very carefully on what his legacy will be? Does he want to be the President who led America into another war in middle east or the guy who did nothing while bloodshed continued.

    No good options there.

    I seriously doubt this is really about some chemical weapons being used on Arabs. Their setting the stage up for something they want out of Syria, whatever that maybe.

    This ? is still being "investigated", but Kerry is out chea saying that there is "very little doubt" that the regime did it.

    However, when it was concluded that the rebels did it and when Al Qaeda linked rebels tried to do it earlier this year, there was none of this ? :
