Caribbean people and their descendants, which includes myself, do use the words wasteman and waste youth. At least we do here in Toronto. Idk about those cities.
There is a very large Caribbean population in Toronto and the GTA.
Funny enough in the tri state ans in Florida we dont use it, unless someone is speaking patois -
