Rap Music, terrorism, and demonizing "black culture"

A long time ago, while shooting the ? with the homeboys somebody said rap music would get linked with terrorism as a way to stigmatize "blacks and black culture" as a whole. At the time I dismissed it. (Related to the whole "King Alfred plan" conspiracy theory)
After the beheading of the journalist supposedly by a British rapper linked to ISIS now comes supposedly a American black that got killed fighting alongside with Syria. The second sentence in the abcnews link below says he was a rapper.
Do you believe this is 100% factual or could it be another systematic frame job perpetrated by the government....?

plus, if you want to stigmatize rap, i think you do it through talking about how it promotes crime and drugs and violence and blah blah blah
