at the end of the day this is very poor of the scouts and I hope the players get a fair shake

Folks naming old school cats desegregation killed HBCU in terms of football talent. But as far recent players go Larry Donnell went to Grambling had solid season for Giants last year.
-
The scouts clearly didn't want to be there to begin with. There are lots of positions on a football team where speed means nothing, so there is no way you're giving anyone a fair chance solely by looking at the 40 alone.

Jerry Rice would have been cut from Jackson State's pro day due to his slow 40-yard dash

Donald Driver - Alcorn State
Aeneas Williams - Southern
Larry Little - Bethune Cookman
Some current players:
Nick Collins (2005-2011 with the Packers), Rashean Mathis (Lions), Eric Weems (Falcons), Ryan Davis (Jaguars)- Bethune Cookman University.
Ryan Davis has 7.5 career sacks as an undrafted free agent from 2012. For comparison sake: Chicago Bears first round pick in 2012 Shea McClellin (from Boise State) also has 7.5 career sacks despite playing in 16 more games than Davis (40-24).
Isaiah Crowell (Cleveland Browns)-Alabama State University
Kenrick Ellis (Jets) and Justin Durant (Cowboys)-Hampton University
Frank Kearse (Redskins)-Alabama A&M
Robert Mathis (Colts all time leader in sacks with 111)- Alabama A&M
Jason Hatcher (Redskins)-Grambling State
Terron Armstead (Saints)-Arkansas-Pine Bluff
There's probably many more if you go through each team's roster.
