Is Ultra-Humanite the First Supervillain?

I was thinking last night about this. Unless it's some hella obscure muthafucka that I've never heard of, I would think that the honor would go to Humanite. Humanite makes his debut in Action Comics #13 (June 1939). That's ten months before Lex Luthor's debut in Action Comics #23 (April 1940) and The Joker's and Catwoman's debut in Batman #1 (April 25, 1940).
