Hypothetically speaking, it's not strange for an 18yr old to still be in college.
Most 19yr olds are only one year removed from high school.
So, in most cases....you're still dealing with someone who has the mentality of a high school girl.

Once you hit 21, you should probably never go no lower than 18.
Once you hit 23, she better be at least in college or done with high school.
Once you hit 25, she should probably be at least a junior.... But we will accept sophomores without enough credits to be juniors.
25 is a key year.
Once you pass 25. She gotta be over 21.
Once you hit 30.... No college ? . She gotta at least be startin her life.
If you pass 21, and she's in high school, it's a low key problem. If you 21 and she's a freshman in college, it's ok. There's a huge difference between high school graduation, and finishing your first couple years of college, just like there's a huge difference between 14 and 16.
