There's not enough information. We need to know how many have neither. If all cat owners own dogs, 15 have both, 5 have just dogs, 9 have neither. If everyone has at least one pet, 6 have both, 9 have just cats, 14 have just dogs, 0 have neither. So, between 15 and 6.

Based on the wording of the question, I'm gonna assume all students have at least one pet. The key word is "a". There are 20 dogs and 15 cats total, and they have to be distributed evenly between 29 students. There is no negative variable in the equation, at least not in the wording of the question. If the question was "20 have DOGS and 15 have CATS", then we factor in if some students might not have pets at all. Only 6 students can have both pets if all students in the class have a pet. Then again, I did just wake up and just finished watch a Riddler episode of Batman TAS, so I could be all kinds of wrong here. -
