They do lock up people for alcohol. Public drunkenness is one thing but there's also drinking and driving or DUI/OUI. They suspend your license and send you to a mandatory rehab. Eventually they terminate your right to drive a car.

My grandfather was an alcoholic and they suspended his license for 10 years and he never got it back.
