"New statistics show that New York Police Department officers made a record number of stop and frisks last year. More than 600,000 people were stopped, most of them frisked, and 85-percent of them black and Latino. The overwhelming number of them were innocent, with just 7-percent leading to an arrest and even fewer guns found. The word ? is actually an acronym invented by police
whenever cops arrested a spanish person who could not speak english, they wrote "Spanish Person In Custody" on the paperwork
this happened so much I guess the word stuck.

When I say "people" I'm not referring to a certain race.
Maybe the cops are pulling alot more people in poorer areas where there are more criminals and more ethnic minorities.

Things pop off in the "hood" more often then in the burbs..where some or most white people tend to live other than out in the woods in middle of nowhere...the cops are where mostly blk/latinos hang around at just wanting for something to go down or some ? to start.They dont post up in the burbs like that.

No. If ur from NY (like bandit or myself) ur not surprisd in the least. I moved to NC 7 years ago & havent been back home in nearly 2 years, but I know some ? never changes -
