its really quit simple, the problems with economy is debt most from lost in the value of theksir houses.
the debt people are in is holding up consumption.

The only bipartisan solution I see is this
alllow people who make under 250,000 a year to take out money from they 401K's
plan tax free so they can pay their mortgages or other debt.
This free's up more money for other spending, stabalizes forclosures and home prices
thus reducing more mortgage debt that allows for more discertionary spending.

the loss of stock from they 401k's can be made back pretty quick wallstreet is making crazy money.
republicans would like it because its basically a tax break and the goverment will not have to spend
money democrats should like it because if you make it only for a year and for ppl under 250,000
ppl will not use it to cheat on taxes.
