Bush was cheating on her very openly, it was clear that she was the one in love and wanted to marry him. He wasn't down so she moved on, but he could have her back in a heartbeat and he knows it, even if they do rekindle the flame he will never marry or take her seriously.
As long as he keeps it like this, its a win.
