Have Detective Comics populated their universe with Idiots???

I ask because of how easy and simple it is for disguises in their Universe on top of the extreme over and under powering wastes of its charactors. I mean really noone ever would just look at supes and see that it is clark kent, or robin is whoever he is/she is at that time. The same can be said for a number of the other chartors like another great and easy one is Static. It justfeels like intelligence gets insulted more in DC then any other Comic Line to me...
