What defines a "winner"?

Being a winner has always been an intangible trait that analysts, coaches, players etc tag onto themselves and others. But what exactly qualifies a winner though? How much success is required to be considered one?

Is Tim Tebow a winner, despite him only having pedestrian success in the NFL? Why is Chris Paul often considered a winner and not Carmelo Anthony? They've both had limited playoff success, but at least Melo won a college championship.

I've always thought the term was some superfluous ? , especially when they call a guy one out of high school. ? you better than everybody, you're supposed to win state...
