It was stupid idea anyway, has nothing to do with booker ad buff. First of all buff wasnt a great performer anyway so he was a bad choice. Buff also wasnt a main event star either.
The biggest issue is of course the difference in audience. WWF fans don't want to see buff bagwell vs booker t, not when you had the stars and talent they had at the time.

Tacoma Washington isn't known for a wrestling fan base. WWE and some of the wrestlers rather just stay at home and collect the checks. So thats why they couldn't get everyone that would have made a better opponent than Bagwell.

I remember Bagwell main eventing towards the end of WCW's run. So putting him there against Booker wasn't farfeched. They probably could have put on a decent match, but the booking was set up for them to fail.
