Cleveland officer pepper-sprays crowd near Black Lives Matter conference

A Black Lives Matter conference in Cleveland took a disheartening turn on Sunday evening when a transit police officer pepper-sprayed attendees protesting the reported arrest of a teenage boy.

The Guardian reports that a crowd formed near Cleveland State University, where the first annual Black Lives Matter conference was held, in protest of Greater Cleveland Regional Transit Authority (RTA) officers detaining an intoxicated 14-year-old who had been riding the bus. After the teen was placed in a police cruiser, protesters blocked the vehicle, and that’s when the transit officer pepper-sprayed the crowd.

“When we have an officer who comes out of nowhere and is pushing people and then takes out and just starts spraying with his pepper spray, that’s not de-escalation,” Rhonda Y. Williams, a history professor at Case Western Reserve who had attended the Black Lives Matter conference, told NBC affiliate WKYC.

The 14-year-old was released to his mother at the scene of the protest, according to the RTA.

It is unclear whether the 14-year-old detained by police was actually arrested or not. Despite news reports claiming he was, the word “arrest” is noticeably absent from the RTA’s statement. According to the statement, the RTA “removed” the teenager from the bus and planned to transport him to police headquarters until a parent or legal guardian could pick him up.

A representative for the Greater Cleveland Regional Transit Authority was unable to clarify whether or not the teenager was arrested, release the officer’s name, or say whether he will face any disciplinary action.

    RTA identifies officer in pepper-spray incident

    CLEVELAND -- RTA has identified the transit officer involved in the pepper-spray incident that occurred on Sunday.

    He is Sgt. Robert Schwab, a 25-year veteran, who has been placed on administrative duty.

    RTA police told WKYC Sunday that they removed a ? , 14-year-old from a bus near Cleveland State University and were about to take him to the police station.

    At the same time, the nearby Black Lives Matter national conference in Cleveland had just ended.

    Within minutes, other officers arrived and the crowd around them grew.

    When Cleveland Police arrived, they told RTA police that they had received a tip that four, armed men were en route to the scene in a white Oldsmobile.

    Transit police and Cleveland police placed the young man in a cruiser and that's when the crowd surrounded the cruiser and did not allow police to drive off.

    Schwab sprayed the pepper spray in front of the crowd and it began to disperse. The teen was taken to a waiting EMS and then released him to his mother.

    RTA says that there are multiple videos of the incident that have yet to be made public and may be released later today.

    Cleveland RTA CEO: Officers showed 'poise' during pepper spray incident

    CLEVELAND, Ohio -- After a Greater Cleveland Regional Transit Authority police officer shot pepper spray into a crowd of activists, RTA CEO Joseph Calabrese commended the officers who were on scene for their "poise."

    Calabrese praised the officers in an email sent to board members and other officials after the Sunday afternoon incident near Cleveland State University, the site of the weekend Movement for Black Lives national conference.

    "There is and will be significant local and national media attention," the email said. "I watched significant video and congratulate the poise exhibited by our transit police officers in the scene."

    Calabrese referenced an RTA news release that gave the RTA police account of what happened at Euclid Avenue and East 24th Street.

    The incident began when officers removed a 14-year-old boy from a bus who "was intoxicated to the point where he was unable to care for himself."

    While officers held the boy at a bus shelter, a crowd of conference attendees gathered at the scene. Officers then put the boy in the back of the police cruiser for his own safety, according to the police release.

    The officers intended to take the boy to police headquarters to release him to a parent or guardian, which is normal procedure, according to the RTA.

    "The crowd then surrounded the car, and attempted to remove the juvenile from the car," the release said.

    The crowd kept the car from leaving, and Sgt. Robert Schwab used pepper spray in a failed attempt to disperse the crowd, according to the RTA.

    The boy was eventually checked out by EMS at the scene and released to his mother.

    City Councilman Jeff Johnson, who was forwarded Calabrese's email, criticized the remarks.

    "I do not agree that all of the RTA officers used poise at the scene," Johnson said in an email to Calabrese. "Obviously, one of your officers went beyond what was necessary to respond to the nonviolent protestors. His use of pepper spray is unacceptable under the circumstances he and other officers responded to... I personally see no need to congratulate at least one of your officers for what was done during this incident. Investigate first, congratulate later, if deserved."

    RTA spokesman Jerry Masek would not say if the video Calabrese watched, and referenced in his email, included the officer pepper-spraying the crowd.

    City Councilman Zack Reed also reached out to Calabrese about the incident.

    "I feel that any use of force against individuals exercising their constitutional rights is very concerning," Reed said in an email. "I look forward to your investigation, which I hope will be open and transparent."

    Schwab, a 25-year veteran, has been placed on administrative duties while RTA officials investigate the incident.

    No arrests were made.
