Apparent head-stomping by officer is videoed, spurs probes of police

Chicago police Superintendent Eddie Johnson on Monday asked for an investigation into the actions of two officers after a video on Facebook showed one officer struggling with a man and the other telling bystanders to back off, then appearing to stomp the struggling man in the head.

The video, showing an arrest that took place in the 3900 block of West Grenshaw Street, was posted Monday afternoon, apparently soon after the incident. By about 10 p.m., the video posted by someone using the name Terrance Hustlehard had been viewed more than 300,000 times and had been shared about 14,000 times.

Police News Affairs disclosed the investigation but did not provide details of the arrest. The office said charges were pending against the man in custody.

A police source said the two officers who are most prominent in the video were taken to Rush University Medical Center for treatment following the incident, one with a bite injury to a finger and choking injuries, the other with a bite to the arm.

"The Chicago Police Department holds its members to the highest possible professional standards with a priority on treating all Chicagoans with respect," the police said in a statement. "Upon viewing the video, Superintendent Johnson immediately asked the Independent Police Review Authority to investigate the matter while the department gathers more information about the case."

A spokeswoman for IPRA confirmed the investigation.

"We received information regarding the incident and the accompanying video and we launched an investigation into the incident last night," IPRA spokeswoman Mia Sissac said. "It's still very early on. We immediately went over to district (last night) to try and identify the officers and move forward from there."

The video, which lasts 1 minute and 28 seconds and apparently was taken with a smartphone, begins with a shot of a plainclothes officer on top of a man in a black shirt and blue jeans in the middle of a street. The man under him struggles to get up, and the officer briefly reaches back toward the back of his belt.

“He goin' shoot us!” someone yells, as the officer turns back to struggling with the man, who turns over onto his back, appears to elbow the officer and pushes the officer up with both hands. Several other people can be seen on the street and nearby parkways, as several cars are stopped in the street a few yards away.

The first officer looks around, again reaching for the back of his belt, and the camera pans to the right, where a second officer is seen yelling, “Get back, get back,” as he slams shut an unmarked police SUV.

“We didn’t do nothin’,” someone says.

“What the (expletive) you all doin’?” someone says, as the first officer starts yelling, “Don’t you bite me!”

The second officer begins calling for backup, giving the 3900 block of West Grenshaw as their location.

Someone asks if the second officer is calling for backup, and he replies, “Yeah, I am calling backup.”

“For what, (expletive)?” someone says. “Y’all scary as hell.”

The camera pans back toward the first officer and the man, still struggling, as the man appears to get his hand on the first officer’s throat. It’s at this point, about 39 seconds into the video, that the second officer appears to stomp the man in the head.

Several people cry out in protest as the second officer walks toward the camera, shouting, “Get the (expletive) back! Get the (expletive) back!”

“Hey, don’t worry about it. I’m fixing to whack your ass,” someone says in reply on the video.

The person with the phone backs up, showing a few people in the street, then focuses on the officers’ SUV for a few seconds before sirens can be heard and uniformed officers are seen running up to the scene.

“They put they knees in his face and everything,” someone says.

“Y’all some ? ! Y’all goin' die!” someone on the video shouts. “Y’all goin' end up dead!”

Around 1:15 on the video, a uniformed officer comes up to the person taking the video and appears to push a man in a white shirt back from near the two plainclothes officers.

Several people on the video try to explain to the uniformed officer what happened: “He just kicked him unconscious!” one shouts, as the uniformed officer tells them to get back. Police sirens and horns overwhelm most of what’s being said and the video ends.

    He was obviously resisting arrest warranted or not. That does not justify the actions of this pig. Kicking someone in the head is a savage act, not one for peace officers. A person could die. They should be charged and fired. If it was a street fight they'd be looking at mob action charges assault and maybe attempted murder since it's on camera.

    Flip side.

    That ? is lucky they didn't put 32 in his chest. He must've known his actions would have very limited outcomes. Why fight the cops in the streets anyway. That ? almost always leads to a black mans death. That ? stupid.

    Conclusion
    So a head stomp is getting off easy I suppose. Especially considering what could have happened. I hope he sues and wins.

    CHICAGO – Chicago police have released the man who was shown on video being kicked in the head by an officer during an arrest earlier this week.

    Police say 24-year-old Shaquille O’Neal was released without charged today.

    The video which lasts 1:28 seconds clearly shows the O’Neal struggling with the first officer as a crowd watches and yells obscenities.

    As O’Neal appears to grab the officers throat, the second officer is seen kicking O’Neal who then seems to go unconscious.

    CPD has relieved the officer seen in the video of his police powers.

    O’Neal had been facing charges of drug possession, assault on an officer, violation of parole and disorderly conduct.

    The Fraternal Order of Police, the union representing all rank-and-file members of the police department, posted a statement to its website Wednesday decrying the lack of any criminal charges.

    “Upon taking the oath, our job is to enforce the law and protect the law abiding members of society; not to be victimized or be subjected to criminal behavior and certainly not to have perpetrators avoid responsibility for actions taken against us. Enough is enough.

    “We demand the Department and the ASA continue this investigation and proceed with securing the proper charges that are so very obvious to anyone aware of this recent situation. We call on the ASA’s office to do their job and charge this person accordingly,” the statement read.

    The video of O'Neal being arrested on June 13 in the 3900-block of West Grenshaw sparked outrage in the community as it showed an officer apparently kicking him in the head and knocking him out. He was rushed to Mount Sinai Hospital for treatment and was released Wednesday.

    O'Neal is now charged with felony counts of aggravated battery to a police officer, aggravated battery by strangulation and possession of a controlled substance from the original June 13 arrest, according to the State's Attorney's Office. He is also facing felony charges of aggravated battery of a police officer and resisting arrest related to his arrest Thursday, the State's Attorney said. O'Neal will appear in bond court Friday.


    The officer seen in the video has been stripped of his police powers. Wednesday, O'Neal's attorney called for a criminal investigation into his conduct. The Independent Police Review Authority is investigating the video.

    CMon bruh, you knew what was about to happen. If they didn't charge him it's police brutality on tape and they cant deny it. With the charges it's just another day on duty for those pigs. They're trying to justify their actions with those charges.

    Man kicked in head by police officer faces charges

    A man seen in a Facebook video choking a Chicago police officer and then apparently being kicked or stomped in the head by a second officer was charged Thursday with aggravated battery to a police officer and aggravated battery by strangulation, as well as possession of a controlled substance, officials said.

    The charges came one day after the 23-year-old man, identified by his lawyer as Shaquille O'Neal, was released from police custody without charges. Police said Wednesday at the time O'Neal was released that the case remained under investigation.

    The officer seen kicking O'Neal in the video has been relieved of his police powers while authorities investigate the video, which was posted Monday on Facebook.

    In addition to charges related to his arrest and the altercation Monday, O'Neal was charged with aggravated battery and resisting arrest for his actions when police took him into custody Thursday, said Lisa Gordon, a spokeswoman for the Cook County state's attorney's office.

    O'Neal's attorneys could not be immediately reached for comment.

    O'Neal is on parole for a felony drug conviction, according to Illinois Department of Corrections records. He is due in bond court Friday.

    Thursday night's Chicago Police Board meeting was a contentious one as the audience expressed its outrage at the video of O'Neal being stomped.

    During Thursday night's meeting, which was attended by about 100 people, some people in the crowd swore and badgered at officers, most of whom were standing calmly as they protected police board members and Chicago Police Supt. Eddie Johnson.

    But the meeting intensified when a few attendees got into shoving matches with officers.

    Activist Jedidiah Brown was detained after he clashed with several officers. The officers had to restrain Brown, bringing him to the ground before escorting him out of the meeting room.

    The pushing and shoving between the attendees and police continued until attendees were quickly escorted out of the building's South Michigan Avenue exit.

    About a dozen officers then stood in a line next to one another to prevent people from returning to the building.

    "Kick me in the head!" one attendee shouted to the officers.

    Anthony Guglielmi, a police spokesman, said other attendees tried to block Johnson's vehicle from leaving the building after the meeting. But they eventually dispersed, Guglielmi said.
