After Dre left DR, he said he was done with Gangsta music and wanted to make peaceful music (mtv awards interview 1996)...thus the song "Been There Done that"
However after he realized nobody wanted to buy his wack peaceful music, he went back to fake gangsta mode in 1999
He is still pretending to be a gangsta all these years later lol -
Didn't most those tracks come out after PAC died? Plus dre was busy learning how to tango for his new video at the time.

Because he couldn't ie he couldn't out rap pac and couldnt do anything physically. Also im guessing he didnt want to draw more attention to rumors of cross dressing ? ect.
