Can't remember VC ending right now so I'm gonna go with 3 because I remember getting frustrated and having to use cheat codes to beat it.
But VC was my fav out of all of them -

San AndreasVice city since it basically scarface ending, defending your turf. I voted san andreas tho, i remember smoke fat ass running around fast as ? and all them levels to get to him in the crackhouse, then the chase afterwards
