I think this is the point of the hashtag. There's an active campaign just about everywhere in the U.S. and western Europe actively dehumanizing Muslims and their basic rights. The modified hashtag is a campaign to fight against these hate-campaigns. -

They deserved it. All Muslims are evil terrorist. At some point they were going to carry out a suicide bombing anyways. This was just a preemptive strike.

That's b/c Americans and Europeans treat Muslims like a uniform group. It's only reasonable to assume that a group lumped together and disciminated against equally are going to identify with the singular identifier that ties them together.
It's not that different from when black slaves from Africa of different tribes and ethnic groups began identifying together based on being black b/c that was the sole reason for uniform discrimination.
And it's not that dissimilar from white europeans in america who decided that being irish or german or dutch or british or french or whatever the ? else decided that they had better stick together and just refer to themselves as whites for their own betterment.
Or how latinos are bandying together based on common cultural aspects.
Or how native americans have largely put their tribal differences aside and act together when necessary for their own betterment. -
