Rockstar came close to making Grand Theft Auto: Tokyo

Rockstar had plans to make Grand Theft Auto: Tokyo, and even carried out a reference trip for the game, techradar has learned.
Rockstar visited the Japanese capital several years ago to assess its potential for a full GTA game, but ultimately pulled the plug on the idea, according to a source close to the company.
Before working on a new game Rockstar carries out reference trips to take pictures, meet locals, and generally get a feel for the area.
Our source said that Rockstar was "serious" about the idea of making a Tokyo version around the time of GTA 3 and Vice City, however the road system was seen to be problematic and became one reason the idea was canned.
In December 2003, Take-Two Interactive actually filed trademarks for GTA: Tokyo, GTA: Bogota as well as the particularly mysterious Grand Theft Auto: Sin City.
Our source added that, as time has gone on, Rockstar has realised the difficulty in moving Grand Theft Auto outside of the USA, where it has firmly embedded itself. There are a number of series staples, from brands to cars, that Rockstar would likely have to change if a future GTA was set somewhere else.
Work on GTA 6 has started
The source also revealed that preliminary work has begun on Grand Theft Auto 6, but said a location had not yet been settled on.
It's not unusual that Rockstar would begin laying the early foundations for its next Grand Theft Auto so soon - It's been more than two years since the initial release of GTA 5.
As for the more immediate future, there's a lot of speculation that next Red Dead game will be revealed this year, but there's a big question over where it could be the first to use a new Rockstar engine. In 2012 Rockstar put out a job advert for a position working on engine development for next-gen systems.
"This is an exciting opportunity to develop cutting-edge architectures and high performance systems for current and next-gen platforms," it read, hinting that a new engine might be in the works. Even if Red Dead Redemption 2 doesn't use it, there's a very good chance that GTA 6 will.

seems like it would have been boring
idk ? about tokyo but i dont see them being as diverse as a major american city like LA.....you got the burbs, the hood, the country and the people, clothes, cars, and businesses to match those areas.....everybody has a place
it would be cool to be able to travel to a few different countries via plane on the new GTA tho....main setting still in the US as always but let us fly out to the islands and Tokyo, Paris, Etc..... -

Tokyo is quite a diverse city in terms of character. You've got a busy network like Shinjuku, the commercial sector like Shibuya, the ridiculously opulent Ginza, the technology district of Akihabara, the more youthful district of Harajuku, the more peaceful and arty Ueno, the modern Roppongi, the Odaiba waterfront, the more traditional Asakusa, etc. You have to realise how massive the place is and the different districts do have their own characteristics. -

I swear they need to do New Orleans, before, during & after Katrina. I think ima start a storyline and script for it. See if I can push it. I already got it played out in my head. It'll be based on one character, black guy who never left the projects. Gets caught up with rednecks who dispose bodies to alligators in the swamps. Then he gets caught up with some shady government people and starts doing missions concerning the levies (without actually blowing them up). Katrina hits and he has to survive the flood. After Katrina he begins his rise to power by blackmailing the government based on his people saying they heard a bomb go off.
You got Bourbon St. The swamp/ Bayou. The projects. ? could be dope. -

According to our friends at TechRadar, a source close to Rockstar says the developer was "serious" about making a GTA set in Tokyo, but pulled the plug after assessing the difficulty of moving the series outside the US. According to the source, Rockstar even made a trip to Japan to scope out the city.
TechRadar also notes that in 2003, Rockstar applied for trademarks to protect "GTA: Tokyo" and "GTA: Bogota," and though the news was reported at the time, I don't recall it causing much of a stir. I think we all assumed: Sure, GTA can go anywhere, sounds good! But TR's source says that Rockstar decided against changing GTA staples like cars and brands. Speculation on my part factors in how much GTA has embraced itself as satire of American culture since then—to do the same for Japanese culture in GTA's not-exactly-nuanced style would be such a departure that I can't see it ever happening.
But while GTA: Tokyo may never exist, TR's source says that GTA 6 is in development (no big surprise), though a location hasn't been decided. I expect it'll be at least a couple years before we hear anything official on it. The gap between GTA 4 and GTA 5 was about five years, which would put GTA 6 in 2018 or 2019, if history repeats.
We've reached out to Rockstar for comment, and will update this story if we hear back.

Mexico, Texas and New Orleans for this story. He starts working with the cartel and El Cheapo to go against the government and realizes they all the same. -

Thats a dope idea. Especially halfway through or whatever when disaster happens and the city is rebuilding, naturally, the police would not be at their strongest at that time and some crime would probably be a lot easier to get away with. Crime starts to rise but then the military comes in to provide relief as well as police support... Mexico, Texas and New Orleans for this story. He starts working with the cartel and El Cheapo to go against the government and realizes they all the same.
Mexico would be GOAT too. Or go to Las Vegas to start out, get involved in drugs dealing, work your way up, work with cartels of mexico, fight off police and cartels. -
