Video of an Ohio cop brutalizing an unarmed black man appears to undercut the initial police story about what happened.

The Euclid Police Department originally released a statement claiming that Richard Hubbard III had ignored Officer Michael Amiott‘s instruction to “face away” as he stepped out of his car and then began to resist.

Dashcam video, however, appears to show Hubbard fully complying. As Amiott repeats his instruction, Hubbard is in the process of turning away–and then the officer appears to snap.

Amiott grabs Hubbard’s arms, pushes him, kicks him, and with the help of another cop, wrestles him to the ground. As the two officers hold Hubbard down, Amiott slams his head into the pavement multiple times and punches him repeatedly. The other officer retreats as Hubbard’s girlfriend jumps out of the car, screaming.

All the while, Amiott continues to go at Hubbard–who was allegedly pulled over on suspicion of driving with a suspended license. Hubbard was ultimately charged for that traffic offense–and for resisting arrest.

Those charges have proven controversial. Protests ensued. Hubbard’s attorney, Christopher McNeal, said:

“Your own two eyes and common sense can lead to only one reasonable conclusion as to the propriety of the level of force used for a basic traffic stop and whether or not my client had a chance to comply.”

In light of the uproar, the Euclid Police Department released Officer Amiott’s personnel file. Its contents are not likely to accrue to the department’s benefit. The image painted by Amiott’s file is not particularly flattering. It shows an officer with a history of allegedly losing evidence, losing his temper and losing the ability to drive police cars without crashing them.

Amiott also resigned from his prior job–moments before he was slated to be fired–at the Mentor Police Department because he conducted a traffic stop allegedly without probable cause and then lied about it. He’s been accused of using excessive force before, too.

    Feds monitoring investigation as allegations continue to mount against suspended Euclid police officer

    EUCLID, Ohio - Cuyahoga County prosecutors spoke to federal authorities amid an investigation into use-of-force incidents involving a Euclid police officer caught on video conducting a violent arrest, officials said.

    Officer Michael Amiott, who is currently serving a 15-day unpaid suspension related to the Aug. 12 arrest of Richard Hubbard III, has also been accused of using excessive force at least two other times this year, according to WKYC-Channel 3.

    Neither of those two incidents were referenced in a personnel files released last week by the Euclid Police Department. The department's spokesman did not immediately respond to a request for comment.

    Cuyahoga County Prosecutor Michael O'Malley said Wednesday that his office has discussed "issues involving this officer" with the U.S. Attorney's Office. An investigation is ongoing, he said in a statement.

    The FBI is monitoring the investigation into the traffic stop, agency spokeswoman Vicki Anderson said. Such reviews are standard and do not necessarily mean criminal charges will be filed, Anderson said.

    "We are aware of the incident in Euclid, Ohio and are in regular contact with local authorities," Anderson said in a statement. "If in the course of the local investigation, information comes to light of a potential federal civil rights violation, the FBI is prepared to investigate."

    Christopher McNeal, Hubbard's attorney, said Wednesday night that he commended state and federal authorities as they looked into Amiott and the allegations against him.

    Amiott was accused of using excessive force during an April 13 arrest of a 16-year-old girl at the Euclid Public Library, WKYC-Channel 3 reported. A Euclid Recreation Department worker also accused Amiott of injuring him during a July 31 incident outside the library, the TV station reported last week.

    The recreation department worker could not be reached for comment Wednesday evening.

    Euclid Fraternal Order of Police Lodge #18 President Dave Trend declined to comment Wednesday evening. Trend said in an email that he is out of town and has not seen any reports on the investigation.

    Trend said last week that the union stands by Amiott.

    "We hope that people will not rush to judgment, but rather will understand the literally-split-second decision and response required of our police and will let the administrative review process play out," he wrote in the statement.

    Amiott's conduct as a police officer led to a tense exchange during a Monday city council meeting between police and protesters that ended without incident. Police, however, donned tactical riot gear and lined the hallways of city hall.

    Euclid police Chief Scott Meyer has remained mostly mum about Amiott's conduct since the incident involving Hubbard. He released a brief statement four days after the incident.

    Mentor Police Department records also revealed that Amiott was forced to resign there after his superior officers learned that he conducted a traffic stop Feb. 22, 2014 without probable cause.

    Amiott is not the only Euclid police officer whose conduct has come into question in recent months. The Ohio Attorney General's Bureau of Criminal Investigation is reviewing the March 13 shooting death of Luke O. Stewart. Officer Matthew Rhodes shot Stewart while officers were investigating a report of a suspicious vehicle.

    Euclid police officer caught on video hitting suspect suspended without pay

    EUCLID, Ohio -- The Euclid police officer seen hitting a suspect in a now-viral video has been suspended 15 days without pay for violating rules and regulations, police said.

    The police department conducted an internal review before Chief Scott Meyer suspended officer Michael Amiott. The suspension is the maximum allowable through the police department's rules, Meyer said in a statement.

    The statement did not specify when Amiott is eligible to return to active duty.

    Meyer will also ask Mayor Kristen Gail to review the suspension to determine whether it can be extended, he said.

    Amiott will be removed from the police department's SWAT team and assigned to field training officers for least 60 days when his suspension ends, Meyer said. Amiott will also be required to complete 80 hours of use-of-force and human relations training.

    Meyer also said he will recommend termination if Amiott violates any additional rules or regulations in the future.


    The suspension is retroactive to Aug. 12, the date Amiott and officer Matt Gilmer stopped Richard Hubbard, 25, on East 228th Street. An officer is seen on video slamming Hubbard to the ground, grabbing his neck and punching his head during the arrest.

    Hubbard, who was charged with driving under suspension and resisting arrest in the incident, was medically examined at the Cuyahoga County Jail's Euclid Annex before he posted bond, police said.

    Amiott has previously been disciplined for losing evidence, losing his temper and hitting a suspect with his gun, according to records included in his personnel files.

    Amiott was also allowed to resign from the Mentor Police Department in 2014 for conducting a traffic stop without probable cause and lying about it, records show.


    Meyer released a statement four days after the incident caught on video. Gail also released a statement calling the video "disturbing and difficult to watch."

    Euclid Fraternal Order of Police Lodge #18 President Dave Trend released a statement last week saying that the union stands by Amiotti. In it, Trend asked the public not to "rush to judgment" after seeing the video.

    The video sparked protests from community groups, who protested last week outside Euclid City Hall and during Monday's city council meeting, according to multiple reports.

    The Euclid Police Department also canceled a "Coffee with a Cop" event scheduled Wednesday; a police spokesman did not give a reason for the cancelation, but he said the event will be rescheduled.

    The first thing that needs to happen is cops need to be drug and alcohol tested quarterly. Immediately after any incident involving a shooting or beating cops should be drug and alcohol tested. This is how we can begin to weed out some of these addicts, and road ragers. While race plays a big part in the equation I believe these cops are acting out their racism in these brazen manners because, they are abusing drugs and alcohol.

    While a group of my peers stand there and record it. Which is getting old. This ? isn't gonna stop. Cops stand there or join in on the beating, bystanders do the same, then we protest then read cop gets paid leave if that. ? cop
