I think it would be better if all presidents moving forward just had a pre-written card and they just personally sign it. Let that be given to the family of the dead soldiers.
I think it's a bad idea to start making new rules based on what that ? says and does. That's called lowering the bar. -

It just seems more practical in my opinion to do it that way.
I highly doubt the sitting president during the vietnam war called every wife or parents of fallen soldiers.

Thats some basic political communication skill.
Step 1: national and political unity during the process of knowing amd communicating about a soldier's death.
Step 2: elements of language . There are a billions of prepared phrases and discourses at the presidents hand as soon as he has to speak about it.
How come one can turn a so to speak EASY / KNOWN SITUATION into that mess?
