Just looking at the body of work, I think Stevie got Michael. Marvin Gaye also, but he unfortunately passed away in the 80's. I also co-sign James Brown. I can't think of anyone else though.

He had the 60s on lock? The J5 didn't have their first hit until 1969. How exactly did he have the 60s on lock? The Beatles had the 60s on lock.
70s? Nope. Even if we're just talking black artists, the 70s was clearly Stevie Wonder's decade.
The only decade you could make an honest case for would be the 80s. -

MJ had the 80s and early 90's on lock...but you can make a strong case that he was a top performer in the 70's as well...60's..now's you're just going too far lol....
No musician had the 80s on lock quite like MJ though...Prince had the blacks, Madonna had the whites, but MJ had them all...and that's real...early 90's before the child molestation charges and then mid 90's with History.. -
Stevie got Mike in the 70s, but that's it.
Stevie had hits in the 60's too though. "Fingertips Pt. 2" which was a #1 hit (hard to believe he was like age 13). He had other hits too like "Uptight (Everything's Alright"), "I Was Made To Love Her" (#2 on the Pop charts).
Michael Jackson single handedly ran the 80's though hands down. -
