Why doesnt jay-z have to pay publishing for using big's lines?

Like last year, kia shyne hit drake in the head for 25% of all monies that "best i ever had" made because he used like a half of a line that kia wrote for wayne on a hook..

Jay has used atleast a album and a half worth of bigs rhymes and aint have 2 pay ? !!

I mean, faith, puff, badboy, somebody should be getting money from jay, right?!?!?!

    Jay-Z and Puff........are cool.....its business....all business

    But thats why i dont like Jay-Z....because if u use his any of his lines......he want "1,000%" of the publishing....if u didnt hear it..... it was on Hot 97 when Cass had that "Ima Hustler" joint....... JayZ so ? made.....

    How do you know if he doesn't or do? I havent looked at a booklet in forever to check if they do or don't, plus i remember reading Miss Wallace said he contributes to Biggies foundation every year so they might have a deal.
