How to play arcade games on a system

I remember the Ouya system and it looked like it had great intentions but was a failure from what I've read so my question is if there's another system or something where you can play arcade games that's never been released on home systems? I'm not trying to get an arcade cabinet yet. The games I want are not available in the PS stores. There's local places that have old school games I go to time to time to get the nostalgia of playing games for hours but I rather play at home.
I do have a PSP, 1000 version that has the Nintendo, SNES and Sega Genesis games on it that somebody done for me years ago so how can I add the arcade program to it?

You can hack a Wii, the original one and run emulators on it. Which is essentially what the Ouya allowed you to do. But, yea put an emulator on the psp from like coolroms or something. -
Where are the best sites to get the emulators from to put on an original Wii or PSP? Coolroms.com? Are these .com sites of something else?

Eumparadise and doperoms the aforementioned, all 3 are dot coms. These are the only sites ive used for roms.

Sometimes the emulators have their own dedicated webpages with updates as well.

I got an Ouya and it's horrible. Terrible controller lag.

So I go to a site, download a Mame file, then connect my PSP to the computer and put that file into it?
