Mannie FreshNot taking anything away from the other producers listed, but when it comes to making full albums, I got to go with Fresh.
Those B.G. vol 1 and 2 alone and the 2 Hot Boys albums alone is pretty impressive work. I won't even dive into the 400 degrees and other project that dude laced or the Carter 1.
When it comes to tracks fresh dude his thing, and to think Lil Wayne's "Way of Life" was CMR first sample track that Fresh produced.
Going back to U.N.L.V albums. That "drag'on from the river" may have been the strongest beat Fresh made. ? was so tough Juvy begged to use it for this "set it off" record. -

yeah i know...its funny how the "east" is this tiny little area on the map (compared to rest of US) around new york and everything else just gets shoved into whats on the other side....Missouri, Kansas, Colorado, etc are just as far "south" as Virginia, but not at all considered southern *shrugs* -

But what makes it even smaller is majority of the music comes from like 3 of those states -
