I can't think of one aspect of rap that LL is better than Pac in. Not flow, content, hits, nothing.
Stop. LL in his prime flowed much better than Pac, had better wordplay, vocab, delivery, punches etc. LL was also more versatile, he could cover more range. He'd hit the world with the "I Need Love" ? and then you'd hear him ripping Canibus and whoever else apart on a diss track. -

You can go from Changes to Hail Mary to Dear Mama to Brenda's Got a Baby to White Manz World to Wonda Why They Call U ? to Keep Ya Head Up to How Do U Want It.
The list goes on and on. Actually so much so ? would say Pac was a huge contradiction. No the ? was human and had emotions just like everyone else.

How is that more range than I Need Love to Pink Cookies to Jack The Ripper to I Shot Ya? Especially if we're talking sonically.
Most of those Pac songs you listed can be placed under the label of conscious rap or introspection. And a lot of Pac's ? has that same kind of gloomy vibration. -

A few rappers off top that are/were every bit as artistic as Tupac. Especially when factoring in things like beat choice, concept albums and other various forms of creative/artistic expression. Y'all need to stop with this second to none hyperbole talk. Pac was good, but chill. -
