Most of them are prolly moving around in public as regular people, they just pick out who they want, prolly study your movements, drug you and take you out. Turkey is their biggest supporter, and of course Saudi Arabia, Qatar and other gulf countries are supporting ISIS. These countries are all american allies and are even in the coalition against Isis.
